MGA Constituency Services Position

 
POSITION OPENING: CONSTITUENT LIAISON
Delegate Dana Stein, District 11B, Baltimore County, is looking for someone with an interest in
constituent service to join his staff on a year-round, part-time basis. This position involves responding to constituent emails and phone calls; assisting with the development of constituent communications,
including highlighting community events, spotlighting district stories and resources, and sharing vital and timely state government-related information. The Constituent Liaison position will report to the
Legislative Director and the Delegate.

Position Title: Constituent Liaison
Job Type: Contractual Part-time, year-round: 3 days during session (January-April) and 2 days during the interim (April-January)
Work Location: In-person during session (January–April); flexible during interim
Salary: Commensurate with experience

PRIMARY RESPONSIBILITIES:
• Respond to constituent concerns through email and voicemail and assist constituents with state
and local agencies.
• Use MGA’s new software, IndiGov, to track constituent communications and update constituent
databases on a regular basis.
• Engage and respond professionally to a broad range of constituents and community stakeholders,
providing personable and timely responses.
• Attend occasional virtual and in-person meetings and hearings, taking detailed notes to share.
• Collaborate with team members, including interns and other District 11 staff.
• Collaborate with team members to gather relevant information for and draft bi/monthly newsletter.
• Draft professional letters, correspondence, and email responses.

QUALIFICATIONS:
• Bachelor’s Degree or equivalent
• Strong writing skills and experience: ability to use social media, including Facebook and creating
electronic newsletters; ability to translate complicated topics/policy into easy-to-understand
information.
• Detail oriented, with strong project management and organizational skills.
• Reliable, dependable, and able to work in a fast-paced environment and meet tight deadlines.
• Comfortable in social situations and confident working with a diverse group of individuals and
communities.
• Creative problem solver with a positive attitude and eager to learn.
• Knowledge of the legislative process in general and in Baltimore County and Maryland a plus but
not required.

Speaker Bios:


Delegate Emily Shetty has spent her career in public service and advocacy, starting with serving as a legislative aide to a Member of Congress from Brooklyn, NY. She is currently a member of the Maryland General Assembly, serving in her second term, where she is the Chair of the House Democratic Caucus, the Chair of the Appropriations Subcommittee on Health and Social Services, and the Vice Chair of the Montgomery County Houses Delegation. Shetty teaches the UMD Fellow Program's Civic Leadership and Human Services Seminar. Shetty has been active in local advocacy and organizing for over ten years. She served as the Vice-chair of the Montgomery County Democratic Party, founded the Advocacy Committee within the Woman’s Democratic Club of Montgomery County, and served on the board of Action Committee for Transit, where she advocated for improvements to pedestrian safety and local transportation options.


Molly McKee-Seabrook, Associate Director of Government Relations at UMD. Seabrook worked as a legislative aide for state Sen. Bill Ferguson (D-Baltimore City) before becoming his chief of staff for eight years. In her current position with the University of Maryland she advocates for bills on behalf of the school and the university system.


A Student Panel of UMD Fellows Program Graduate Assistants, Jamal Oakman, Jen Solan, and Adam Cullen will also speak about their experiences interning at MGA.

Compass Advocacy 2024 Session Internship

Compass Government Relations Partners is a lobbying and advocacy firm in downtown Annapolis. We represent clients before all levels of government, specializing in Maryland and Delaware. Our team tackles a wide range of issues including renewable energy, education, tax policy, health care, and the state budget.


 Scope of Work:
- Research legislation and relevant topics
- Hearing coverage
- Monitor floor sessions
- Testimony submission
- Schedule meetings between lobbyists, clients, and legislators
- Basic clerical duties including answering phones, maintaining spreadsheets, etc.
- Invitation/one-pager distributions to General Assembly offices
- Greet and provide hospitality to clients and visitors

Compensation: Interns will receive a bi-weekly stipend as well as a completion bonus.

English Department Maryland General Assembly Internship

 The English Department's Maryland General Assembly (MGA) Internship Program is a two-semester course sequence open only to students who have demonstrated effective writing skills.

 

The minimum criteria for this two-semester program is as follows:

·       A minimum cumulative UMD GPA of 3.0

·       Junior standing (minimum of 60 credits) by the end of the Fall 2023 semester

·       A grade of B- or better in any writing courses taken at UMD

·       Registered UMD student in both Fall 2023 and Spring 2024 semesters

 

Many program alums have stated the MGA program offers the best internship opportunity at UMD. Interns serve at the MGA for 16-20 hours per week during the spring legislative session (January-April 2024). Their assignments develop invaluable professional skills. In previous sessions, interns researched proposed legislation, responded to constituent mail, organized news conferences, and wrote and delivered testimony. The internship portion of the course sequence (ENGL388M/HONR379W) conveys six credits.

In the preceding fall semester, students will take a three-credit course (ENGL381/HONR368A) which teaches students the skills that the internship will require. In addition, students learn about the MGA and Maryland state politics.

 

ENGL 381 satisfies the Fundamental Studies Professional Writing Requirement for the General Education requirements, and ENGL 388M satisfies one Scholarship in Practice requirement. These courses are also applicable to the English major, Professional Writing minor, and Rhetoric minor.

Benefits of participating in the program:

•             Earn a total of nine upper level credits
•             Complete the university’s Professional Writing graduation requirement
•             Satisfy one of the university’s two required Scholarship in Practice courses

•             Receive a minimum of $850 as a stipend to help defray travel expenses
•             Receive a pass for free parking in the Naval Academy stadium parking lot
•             Serve as an undergraduate ambassador to the state government

There are two other benefits to this program that are perhaps even more valuable. First, the program helps develop skills that will help graduates secure real-world jobs. Second, it enables them to network with legislators and legislative staff. (Several program alums have gone on to work for the MGA!)

·       “My Delegate asked me to prepare testimony for his bill hearing.  He read my speech verbatim during the hearing and it was quoted in the local paper the next day!”

Paid Hybrid Internship with Maryland State Senator Karen Lewis Young

 
Maryland State Senator is seeking a student intern for the spring semester. Perfect opportunity for college or graduate students interested in working in public policy. The internship will be a hybrid position located in the Annapolis office. The hours are flexible to accommodate student course schedules. 

The duties of those interning in our Annapolis, MD office may include:
  • Answering constituent phone calls and directing them appropriately
  • Researching legislation for the Member and legislative staff
  • Attending legislative hearings and policy briefings
  • Answering constituent letters on various issues before the Senate
  • Helping the communications/press team
  • Other projects as assigned by the staff
As a result, interns learn about the legislative process and the many other functions of a state senate office.

office during the Legislative session. This internship will allow for a hands-on experience with local and

state legislative process with flexible scheduling. The Legislative Session begins on January 11, 2023 and

ends on April 10, 2023. Interns will be required to work 2-3 days a week. All work will take place at the

Annapolis office. Interns will receive a stipend depending on the number of days works. The first half of

the stipend will be paid in the middle of the session and the second half will be paid at the end of the

session.

serve as an intern to assist the firm’s lobbyists during the 2023 Maryland General
Assembly Session. MCA is a bipartisan firm providing creative and proactive
government affairs, public relations, business strategies and programs to a diverse

legislators, regulators and the executive branches of government at the local, state and
federal levels. MCA has expertise in a broad range of policy areas such as sports

Intern Qualifications
Applicant must be self-motivated; possess a level of maturity and interest necessary to
complete assignments with little supervision; and possess good writing, communication,
and computer skills.
Knowledge of state issues and structure is a plus for this position. MCA’s office and the
General Assembly buildings are located in downtown Annapolis. Walking from MCA’s
office to the General Assembly and government buildings will be required.

Schedule
The internship begins in early-January just prior to the beginning of the General
Assembly session through mid-April. The General Assembly session starts on January
11, 2023 and ends on Monday, April 10, 2023.
A training day will be scheduled prior to the first day of the session.
The intern will work at least 20 hours a week preferably on Tuesday, Wednesday, and
Thursday as these are the days when committee hearings are held. Other schedules
may be considered.

Responsibilities
 Assist MCA lobbyists and staff with preparation and delivery of testimony and
materials
 Assist with signing up MCA lobbyists and other specified individuals to testify at
bill hearings
 Perform bill research as necessary, which may include retrieving relevant
information from bill files in Senate and House Committees or the Legislative
Services Library
 Assist lobbyists with tracking legislation, by producing reports and tracking bill
hearing dates, budget hearing dates, and other important meeting dates on
calendars
 Attend public bill hearings and budget hearings as needed taking notes of key
relevant points mentioned during the hearings and sharing information with MCA
lobbyists
 Assist with posting General Assembly updates and news to the MCA Newsletter
 Possibly assisting with updates to MCA website
 Other necessary duties as assigned

Compensation
A stipend comparable to that of the General Assembly internship program will be
offered.
